to configure Outlook email for a user. do you go into outlook and the file menu to configure or the control panel and email accounts?

The answer to your question is “yes”.

“Sometimes you need to make a change to your email account settings. If you have a new password, if your email provider has asked you to change settings, or if you’re having problems with sending and receiving email, you can change your email account settings through Mail in the Windows Control Panel, or from Outlook.”

Just try. However, in a business environment, there might be things that only IT can do on some server or in AD. You don’t want your employees to make of their settings.
