Configuring Windows 2000 local policy.

Is there a way or a utility that can be used to configure (enable, disable, add users, local groups, and etc.) Windows 2000 local policies besides opening up the local security policy editor and making the changes their.

The only reference to a tool is the Improved Windows Scripting Host enviroment and related task scheduling utilities

Configuring Windows 2000 local policy.

Only through the domain policy, or by writing your own adm file. (like policy editor), adding users can be done in a template form if you create your generic user and then copy it.
