How can I connect to the above number from the UK.

Don't forget to type the country code first. Look in your phone book for how.

I wonder if U.S. toll free numbers can only be called from within the U.S.?

You can't (in all likelihood).

The contact would need to setup an 0-800 (or 0-88 number in the UK that links to their number in the U.S.

It is quite common that 1-800 numbers for businesses in the U.S. are accessible exclusively in the "lower 48" only, not accepting calls from Alaska and Hawaii, as well as "exotic" location like the UK, and even Canada.

The options are:
1 - perhaps they'll accept a "collect call"
2 - the caller eats the charges
3 - email
4 - IP telephony across the Internet to minimise costs to the caller
5 - some other Internet tool like chat, V/C etc.

The 1-800 numbers donot work for International calls,they are set to work in the U.S. only.

It is possible to use a gatekeeper, (like net2phone or similar), that actually originates a dial session in the USA, or Canada, and elsewhere. (many 800 numbers are NAFTA wide and not USA only, depends on the DUNS).

All the above are partially correct, although it depends on the carriers gateway switch and if it is blocked for US only access. Attempting the country code (using a regular) connection will answer your question (if you get a modem tone you got through).
