Continuation of problems Outlook Express

I have been told to check the smtp address, ports, etc., nothing is working. I still cannot send email through Outlook Express. OS is Windows XP. I have been told that the program might be corrupted. Same message over and over, Socket error 10060, Error code 08x00CCC0E. Servers with ISP is fine. What to do?

This behavior can occur if Dr. Solomon's Anti-Virus Deluxe NetGuard program is installed on your computer and is configured to monitor downloads from the Internet. When you configure this program to monitor downloads, new default mail and news accounts are created in Outlook Express.

Nothing comes up for socket error 10060.

There is an article on using Outlook Express client mail program with MSN. Seems there is an issue using a client program to retrieve mail other than the MSN mail program.

Socket error. A socket is the IP address plus the port number. I agree that this is probably a windows corruption error message or Outlook Express corruption error message. Or, at least an IP stack error message. do a google search for "reinstall tcp/ip windows xp"
