Continuation of problems Outlook Express

I have been told to check the smtp address, ports, etc., nothing is working. I still cannot send email through Outlook Express. OS is Windows XP. I have been told that the program might be corrupted. Same message over and over, Socket error 10060, Error code 08x00CCC0E. Servers with ISP is fine. What to do?
