Controlling internet access in a win2K e

I have a win2K Tree in which I'm connected to the internet via a DSL router using NAT. I wish to restrict certain users from internet access. Any ideas on how to do this without having a proxy server?

You can set up Remote Access Policies to restrict access to the DSL line or you can even specify bandwidth requirements to each user (ex. Sales can use 50%, Execs 25%, and all others use the other 25%) You can message me through the peer directoryif you need further instruction on how to do this.
