convert standard sound to ultra sonic

Okay, my first question, is what do you want to do with the resulting sound?

By definition;
Infra-sonic would be sound waves between 0 and 20Hz
Sonic is the band of frequencies between 20Hz and 20KHz
Ultra-Sonic are sound waves above 20KHz.Most sound cards can't deal with the full 20 - 20 bandwith, let alone out of band signals.

For Ultra-sonic especially, you have a wall of just less than 1/2 the sampling frequency of the D/A / A/D converter. (This is from the nyquist therom on sampling, and applies to sinusoidal waveforms only. For non-sineusoids, the limit is closer to a factor of 10.)
If you have a 48 KHz D/A, your maximum output frequency is just below 24 KHz.

While I haven't loked for, or used one, I am sure that there are frequency shifting algorithims out there.
You will find them for audio and vibration test instruments that cost $1K+.

Keep in mind, that when you change the fundamental frequency, you totally change the sound that will be heard.
