Create Group with Some Admin Functions

How do I create a group for my technicians with some adminstrative functions but not all. For instance, they can create user accounts but can't add workstations to the domain...

The theory is simple: just pick the right subset of rights for the properties of this group.
The practice is more complex: there are a few things in Windows which might conflict. E.g. the right to add workstations (if you would need that for techies) is close to full admin right and that is often not wanted. But simply managing user accounts is possible - look also at the built-in group 'Account Operators' in W2K Server, this might be close to what you need and at least teaches you which rights are assembled.

If you are using Active Directory, you can simply delegate the control your techs need via this method. In AD, navigate to the object that the techs will need to access, right click on it and choose Delegate Control. You can specify the who's what's and when's all from there.
