Create/Mod Outlook rules thru Exchange?

My company is requesting all these resource mailboxes. They do a lot of forwarding except for this condition, forward and move, etc. But I’m running into a couple of problems. First everytime I want to alter a rule I have to log in as that resource and open outlook to create/edit the custom rule. then the other problem is that some of the outlook rules aren’t global enough. Like I can’t only use rules that have the resource name in the to or cc field. but what if the resource is added to a group or if it’s coming from a non exchange sendmail and the format doesn’t fit right. I need a rule that will address EVERY e-mail that enters the mailbox.

So I was wondering since these are rules run on the exchange server if there was a way for me to create/mod them on the exchange server? I know there is a forward all in the mailbox properties, but I need the rule to be more specific, like exceptions and things like that.

Any help would be appreciated.
