Creating local profiles

When we rollout XP clients to our AD domain is there anyway of easily setting up local profiles for our users. We don’t use policys or roaming profiles and all users will require the same printers etc and their own Exchange profile. We really just want to setup a network default profile and apply that to the users and setup their own mailbox.
