creating restricated root account

i want to create a account means new user in my linux server whaich has the right to execute chmod command for anyfile
just a new user which can do chmod on anyfile.
users do not be the root eaverytime to chmod so i want ti create a user which has only right to chmod of anyfile like root(but not all the previleges of root just one chmod)

The best way is for you to use sudo, a program that allows the system administrator to give some executing privileges (like running chmod as root) to certain users/group of users.
Depending of the Linux Distribution you have, you either have allready it installed or you will need to install it. Take a look at http://www.courtesan.com/sudo/
