Customize Outlook Today

Hello-
In Outlook 2K on Outlook Today, there is a setting where you can customize to select layout, folders to see and to decide if Outlook Today opens or Inbox when you first open Outlook. I have run accross several installs of Outlook where I cannot click on Customize to change Outlook Today. Does anybody have any idea why or run accross this before? Thanks.
