Dates in bookmark file

I had a heck of a time getting here and I hope this is the correct place to post a question, even though the instructions on this site don't say so.
Anyway, I have a user who wants to know what the dates in his navigator bookmark file mean. Can anyone help to decipher these mystic/cryptic dates in the netscape navigator bookmark.html file??
The user wants to creat his own bookmark file using a DB and wants to know if he must really put in these dates?

CP...At first glance I would suspect the numbers correspond to the date in hexidecimal. I suppose I could dig up an old hex converter and test this assumption. I think the more important question is whether the user can create a DB for his/her bookmarks. I do not believe the date stamps are necessary. Hope this helps.
