db III Opening in Access

When I was on ’98 I could open or link to dbIII tables, now on 2000 I get an unexpected format error. I have installed the .dll files listed in Access help and installed all the service packs listed by MS tech support. Still cannot get to my data. Any ideas? Mainly solutions.
