While the IT portion of a disaster recovery plan is in most cases the highest priority due to the emplyees in the organization's need for the data and telecom network infrastructures to perform their tasks, any DR plan that does not consider the priorities in all organizational units and include them in the rebuild timeline is doomed to failure. Without a comprehensive, all inclusive plan, management and staff will be tripping over each other's feet to ensure that their needs are met, often to the detriment of the organization.
