Delivery Delay notification

When forwarding to a exteral mail account , and then
, I firstly receive a Delivery Delay notification, then a undeliverable message:
"Could not deliver the message in the time limit specified. Please retry or contact your administrator."
i can send new email without problems.
I'm running Exchange 2000 with SP3 on Windows 2000 advance server SP3.
there is another server fro connecting to the internet

When sending to those specific accounts via hotmail, the mail is sent.

Was the external mail account Hotmail or MSN? We just went through the same thing. What we did to correct the problem is this; we first went into the System Manager for Exchange and found the waiting outbound hotmail/msn queue and deleted the oldest message that was waiting. We then simply rebooted both our SMTP and Exchange server and all awaitng outbound queues cleared; emails were sent. It appears that you aren't alone on this issue, many seem to be experiencing this problem.

Check your Default SMTP virtual server connection control. verify that All except the list below is checked
The list must be blank otherwise if a domain name or IP address is listed, this could be your problem.
