Dell Inspiron 630M won’t restart properly

I have this notebook Dell Inspiron 630M.

Couple of issues. One definitely is some power issue.

1. Battery is either broken or something. It is not charging. So laptop never runs on battery. It needs AC power.

2. Power adaptor is sort of broken cos at times, cos no power flow sometimes. Some cable tweaking helps.

3. OS cannot restart properly. It can boot to windows properly. However if you do a restart, after the Dell bios screen, it will just hang in a black Dos-like screen with a blinking minus like (-).

Any help? I read somewhere the battery is typical of the Dell line, and sort of not fixable. Some have complained to Dell and they just give the owners a whole new replacement. Don’t work for me cos my warranty is out.
