Dell laptop wont BOOT!

My Dell inspiron N5110 has been through a lot. I had a dual windows and linux booting system and recently re-installed windows and tried to get rid of the extra partition (so i could re-install linux) but now my system wont boot. Iv tried all the usual things(safe mode, system repair etc. ) it still freezes on the windows logo. I try to boot from the windows CD and still wont boot. I tried booting from the linux mint DVD and it still does not boot! The error message reads "kernel panick- not syncing out of memory and no killable process" I ran a diagnostic test and everything was fine.
I am downloading UBUNTU 12 and seeing if I have luck there, but I doubt it. Are there any other suggestions? Any way I can manually remove the corrupted OS and then boot from CD?
I have my files backed up on an external drive and just want any OS to be installed (preferably linux)

Delete All Partitions

Boot to a utility cd that allows you to delete all partitions, whether they be NTFS or another file system....FDISK used to be good for wiping out DOS & non-DOS partitions....I'm not sure if it will delete todays larger partitions.
Once all the partitions are gone, you should be able to create new ones so a clean install of your preferred OS can take place.

Yes, download and burn to a CD gParted, a bootable parftition editor from here and boot the gParted CD. Follow the GUI to create new partitions.
