Dell Latitude C 600 Tosh sd-c2402 dvd

I have tried everything I can to get this dvd drive to work. I have a Dell Latitude c600 running Windows 2000 professional. I have power dvd as the software. The plug and play facility regonises that the drive is there but when I place a disk in ican hear it spinning but when I try to open it using the software it says no disk present. So I try opening it in windows explorer and it say D: is not accessible incorrect function. I am getting to the point where it will soon be in the bin. Please help. Ihave allocated this 150 points because our IT consultant can’t get it to work either
