Dell Latitude D500 – Does not boot up properly, same error message

My laptop was locked so I turned the power off. The next time I tried to boot it up, it brought me to a screen with the following message (summarized)

We apologize for the inconvenience but Windows did not start successfully…..

Safe Mode
Safe Mode with Nertworking
Safe Mode with Command Prompt

Last Known Good Configuration

Start Windows Normally

I have tried each of the 5 options and all that happens is the lap top will reboot and bring me right back to the error page with the same 5 options.

How can I correct this loop?
