Dell latitude d610 not turning on, powerlight flashes

I have a Latitude d610 for work – work as a teacher in cash strapped England so little money for repair or replacement! Really appreciate help! Anyway, the power cord is plugged in and the light on the block in the middle of the cord is on (green). When I first plug it in, the power LED on the laptop (the one on the right that shows it’s plugged in) winks green at approx ten second intervals two or three times. No other sign of life from the thing. When I was using it just an hour earlier, it was plugged in so the battery should also be fully charged. Past history – for a few months now, the ordinary on button has been playing up. I found I needed to get the thing on a strong flat surface and press both power button and the surface just to the right of the power button – then it would eventually switch on!

Please tell me it’s something cheap and simple!
