Desktop/Program Icons are colored Black.

Im am using a Windows Me OS. Now my problem is all my Icons in the Desktop and also at the Program Menua are all colored BLACK. I already re-installed the OS, removed the previous anti-virus and replaced a new one but still no effect.

Can you help me about this problem guys.
