Develop a system for a test

My sister is developing a web based
education system for the public school system. Her application is fairly simple -- she needs to create a review system of
basic math skills for teachers for their state license test. The teachers are already supposed to know the information so her system is just a review to help them pass the test. The format is text-based multiple choice with a button for help if the teacher is uncertain about the question.

When the teacher taps the button they should see animation or perhaps a video that illustrates the point. Since this review process is pretty dry and not much fun we thought it would add interest if we created a running total that doubled with each correct answer like the format of "Who wants to be a Millionaire"
(http://abc.go.com/primetime/millionaire/mill_home.html). To finish the
game they would need a million "points." We would like to keep track of how long the teacher takes to answer the question in order to measure where theyare weak and need he

The question was not complete, but all seems to point into you're needing cgi's or asp's, and of course, a server supporting them.

You can also use cookies and scripts...

javascript has a time function that you can use to find the exact time each question is answered. I would build this app with questions stored in a database (mySQL, or flat file) loaded via perl. The html would have javascript embedded to provide the help launching, timing of answers, and any other "cool" functionality desired. The results would be calculated by perl and stored back to the database for later retrieval, as well as returned back to the user. Sounds like a fun project, need any developers? :)
