Where could i find real development standards, like thus published by IEEE, but without to pay thousands of dolars?

I think RUP (Rational Unified Process) is the best of them, but it is not a standard but as Rational said:

also it's not free.

The spiral model is one of the most used today. Variations like RUP and a lightweight method such as eXtreme Programming (XP)both use an iterative approach. I strongly recomend RUP but it is very expensive, so I will give information for XP.

First download from www.pmi.org the Project Management Body of Knowledge (PMBOK) The 1996 version is free and very good starting point for thew spiral method.
