DHCP and MAC authentication

Does anyone know if a Windows 2000 DHCP server can be configured to authenticate MAC addresses before assigning a DHCP address? We would like to prevent rogue machines from appearing on our network without having to reserve addresses.

Outside of reserved addresses, I know of know way to have DHCP on W2K verify MAC addresses.

The only other option that immediately comes to mind is that most Layer two switches can be configured to only allow specific MAC addresses connected to each port. In this manner you either set up a central database for the switches to verify against, or specify the MAC internally to the switch. We use this option for our secure VLANs. BTW we use HP Procurve gear.
