Diff between Services mode & Application

1)what is the difference between running a application in Services mode & Application mode ?

2)on my Win2k Server i want to uninstall some programs & also some windows components.when i click on Add/Remove Programs its not opening up. rest of the things in control panel are opening up. what is causing this behaviour ?
