Difficult Modem

This one has my brain teased. Am working with an older Packard Bell, I've wiped the old Bell software and installed win98. From day one after the install my customer cannot access the web without going into control panel/modem/properties closing control panel then going into Modems/diagnostics choosing the modem and running more info and then closing that out. After performing these steps the modem can be used.
I've done everything I can think of; removing and reinstalling (numerous times) downloading and installing what ought to be the latest drivers etc etc, to no avail.
Any thoughts would be appreciated.

Modem problems

After all the steps have been taken the modem seems to still work, it is not the driver. In device manager does it show any IRQ conflicts. Try moving the modem to another com port.
