Dimmed features such as 'Services'.

Why are some features dimmed out like the 'Services' feature? How can this be restored to be used?

Have you checked user rights through control panel/user accounts? The current user may not have enough rights to alter this setting. Standard users can be limited in what they can do. IE add a printer. Try logging in as the machine or domain administrator and see if this becomes "un-ghosted", if it does, you may want to change the user rights of desired user(s) while you are still logged in as administrator.

Microsoft knowledgeBase mentioned some stuff specific to Outlook 2000, but I did not find anything particular to Services. Sorry.

Thanks & Good Luck

Thank you, I don't have full administrative priviledges. No I couldn't find help in MS either, that's why I came here.

It is surely a matter of permissions. We do this where I work on purpose to keep people out of stuff they shouldn't mess with. If you log on as the administrator or the machine or make your account an admin, the greyed out boxes and options will be available.
