Disable Preview Pane and Auto Preview Pane

I searched the postings and although I found a lot of messages about Preview Pane in Outlook 2000, none talked about a way to permanently disable Preview Pane. I am trying to get everyone to not use Preview Pane or auto Preview pane due to all the viruses that can be in attachments. However, we still have the few users who go right back and enable Preview Pane or auto preview pane after I turn it off on their computers. Can
anyone offer suggestions on how to disable it either from the MS Exchange 5.5 Administrator or on the client machines? We have a combination of Windows 2000 running Outlook 2000 and Windows 2000 running Outlook 2002
