disable saving in office 2003 and 2007

We use a series of dot files in our network, adapted to our standard fonts, layout, etc. These dot files are saved and stored with the 'read-only' attribute. As everyone in our network uses these dot files, everyone gets the same "error" message, stating that the file cannot be saved, due to the read-only attribute. Is there a way around this problem? We don't want the individual users to be able to change the dot files.

Thanks! Many times already we tried to convince Microsoft to make sharing the template possible. No success ...
