distributing publications on CD

I work for a non-profit organization. We have a CD that has pdf versions of all the publications we put together. It is currently just a CD with Adobe Reader installer and the pdf files on it. We are looking at going to a CD that has a graphical interface where users can learn a little bit about our organization, then can click on buttons or links that open the pdf files in Adobe Reader (NOT in a browser!!) A guy that was here before me tried to accomplish this with Flash, but was unsuccessful. I have been trying to use VB, but I keep running in to road blocks with it. Does anyone have any suggestions on how we might make this CD a reality? Thanks

Cevelop the files as HTML and they can open them in a browser.

HTML didn't work because we ran into problems with IE opening active content from CDs.

What about Powerpoint?
From what I understand you can make interactive presentations with it. Plus you can distribute it on CD's to be people who don't have Powerpoint because you can put a Poiwerpoint Player on the CD. (pretty sure the player is either included with Powerpoint or available for download with a registered version of Powerpoint)

Tried this earlier - we ran into some strange problems where reader opened behind the powerpoint and were afraid some users might get confused.

Thought about that, but still ran into problems for AOL users because the default browser is AOL and were worried that people wouldn't realize how to open the CD in IE.

If you scroll down you get an idea of what it can do although it is not free it might save you some time and give your company pdf file application a more professional look.
