Is learning web programming required for anyone interested in cloud computing? Any suggestions or advice would be much appreciated!

No. If you use, for example, Google Docs, you’re working in the cloud. And you can do that without any knowledge of cloud computing.

You typically pay only for cloud services you use, helping you lower your operating costs, run your infrastructure more efficiently, and scale as your business needs change.”

Nothing about websites in that description.
