Use an internet search at your application store. I suspect that the average phone doesn’t have the storage/RAM/processor to do it standalone.

I only thought you wanted to use it on a cell phone, you were not clear on your first post in this thread. More than likely, if you can find an app or computer program, it won’t be free and you will have to buy/pay to use it.

I know the OP has not responded in a few days, but I have to question why anyone would want or need a voice cloning application in the first place. It sounds like something a stalker or a fraudster would want to have. Thread closed.
