Do you need a 4 yr degree to manage?

I’m noticing that certs seem to have lost their weight when comparing to four year degrees again. I’ve been in IT some years now and seem to have hit a ceiling. Everyone above me has the old coveted 4 year degree and I’m just certifiable. Most places just won’t consider you as manager material unless you’re a college grad or have significant management experience in your field. Even then, they want the degree if possible. I have some management experience from the military as a sergeant, but that doesn’t appear to be good enough. They seem to want an easy fair bench mark to judge all managers in the organizations by. It used to seem that certifications plus job experience could equal a college degree, but that attitude seems to be changing. I’m debating abandoning certs in favor of college classes. Any thoughts?
