Domain name to IP address

I recently added Road Runner (via a Toshiba cable modem)to my system. It won’t access the RR server. I can ping the server using the IP address, but I cannot using the doman name. Time Warner says this is a Microsoft 98SE IE issue,not their problem. I have tried everything I can think of and exhausted TW’s knowledge. Please help!
