personal disaster

After Hurricane Andrew struck our area in 1992, the entire city experienced extensive communications and transportation problems. Although the data center remained up, only one person could reach it. After that experience I realized that the human element is a major factor that few disaster plans address. Does your plan allow for IT workers who can't even get out of their neighborhoods?
