drag and drop photos windows 10

Recent sudden problem when try to drag and drop a photo into a document. Done this hundreds of times before but now when dragged and dropped any item enlarges to full screen, difficult to resize. have deactivated ‘snap’ option as one suggestion but no difference. Updates up to date…any advice appreciated – trying to complete passport renewal online, don’t understand sudden problem?

What exactly do you mean with “a document”.
What program, supporting ‘snap’, is your document in?
How can a picture enlarge to full screen if the program isn’t full screen? I mean, a Word document usually isn’t, because it’s portrait, while the screen is landscape?
What’s the link between “document” and “online”?
