Driver is enabled but not started

After reformatting and reloading Win XP Home, I have found that my PCI sound card will now not work. In the properties section of Device Manager, is the message relating to the driver. The onboard sound is disabled, the card has been removed and reinserted, and the latest drivers downloaded. Even when the onboard sound was enabled, it had the same message. The PCI card is Mercury with CMI chip and the m/board is Soltek SL-75KAV. Is it possible to change a setting somewher or do I have to resortto sledgehammer tactics of reinstalling everything? Thanks for any help you may be able to give.

It is possible that after reinstalling windows, all available interrupts were allocated before the sound card, leaving no interrupt available to serve the sound card. Look and see if you have other devices you are not using that could be disabled to free up an interrupt (i.e. an IR interface, unused USB port, multiple serial ports, etc.)

I have since completely reloaded windows, this time returning it to the state it was when I purchased it. This time the reload worked. When reloading the s/card drivers I noticed a comment 'waiting for audio driver to be loaded (or similar)' and just left the machine alone. After a while the message box closed and I was then asked to restart the machine. Every thing worked after that. It appears that I was not waiting long enough for everything to load. Thank you for your suggestion.
