how much ram?
at what resolution?
what cpu clock speed?

all of these affect playback.
1GHz min recommended for clock speed.
512 MB DDR for ram

lower display resolution makes refresh rates work better with animation ( movies ) and games

Cyberlink list system requirements for power DVD 6 as:

Pentium 1 GHz, Athlon 1.2 GHz

128 MB of RAM
(For W98 I recommend 256 - 384 MB)
(For XP, I agree with a minimum of 512 MB)

I suspect that your primary problem is your graphics system.
Do you have on-board or integrated graphics?

If so, a plug-in graphics card is the best way to speed up the video.

Also, right click on EVERYTHING in the system tray and shut it down when playing DVDs to free up system resources.
