DVD and CDROM not Recognized

Dell Dimension 4600 running XP Home. When you boot up it doesn't recognize the CDROM and the DVD Drives. The is an Yellow ! when I got to the hardware under system, and I have uninstalled and reinstalled several times with the same results below under properties.
A driver (service) for this device has been disabled.
When I reboot after uninstalling drives, it sees them and acts like it is adding them, but I then check system again and it has the Yellow ! again. Any Ideas would be appreciated.

What drivers did you use?

Do you have your Dell drivers CD? Perhaps the drivers you need are there.

When you see the Yellow !

Right click on it and select Update Drivers. Then on the next screen with your Dell Restore CD inserted chose to manually select the position of the drivers and go to the Drivers on the Dell CD. You should find the required drivers there or you can download the IDE and EIDE drivers from here

You may also need to download some of the other drivers listed on this page to get everything working as none of these will be on a Windows XP CD.
