DVD BURNER

I need a bit of help with DVD burning software. I thought everything you needed was on the CD software that comes with the DVD burner but the following message comes up when I try to use the device Message says Need DVD VIDEO PLUGIN, also
says MPEG-2 ENCODING,DECODING/PLAYBACK NOT AVAILABLE. NO MPEG-2 DECODER INSTALLED ON THIS COMPUTER. Okay what does this mean and how do I get it??? thank you for your help
