EForms Registry not in Exchange 2000

I’m trying to create a new Organisational Forms library on an Exchange 2000 Enterprise edition server. In system manager, if I view the system folders, the EForms Registry is not there, so I can’t. I need to publish a number of important Outlook forms. Can anyone assist?
