Email from me to me goes to Junk

I administer a network with Small Business 2003 and MS Exchange. I have an email filtering package from GFI and use Office 2003, including Outlook 2003. This is a real estate office and one of my users has a bulk mail sent out weekly of her new listings with a copy to herself. Her copy goes to her JUNK mail box. It appears to be a problem with Outlook rather than GFI. Even when she sends a message to herself with a topic and text with only one word, TEST, it goes to junk. We have deactivated any filtering on her outlook, but it still goes to junk. She is on the safe senders list and we cleared the blocked senders list. We see the same activity whether logged on locally or accessing email through the web. This is more of a nuisance than anything, but would appreciate any ideas.

also what service pack do you have installed on outlook?

Yes, I definitely have gone into the Outlook Junk-email filter. I am running SP3. Since the post I had another user have expected email go to his junk box. I deleted the blocked senders and added the address to safe sender. That works for that user. I only have one user with the problem, and it is mainly email from her address. I have tried with her address in safe sender list and not in safe sender, and still has problem. I even rebooted, but problem persists.
