Enable Date & Time Properties on User Account - Group Policy?

I was wondering if there were a way to enable a normal User Account to have access to double click on the clock on the Windows start bar to open teh Date & Time Properties? Maybe done using Group Policy some how???
This more convenient to the user as apposed to opening Outlook and going into calendar...

You want regular users

to change the time? Not a good idea in a domain. Yes it's in group policy.
Local Computer Policy\Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Change the System Time

Permissions to View but not make changes?

Aha, well I'll have a look at that - I understand the advantages of not allowing the user to change the time so then is there a way to allow them to view but not change it?

Change the registry key permissions.
Logon as an administrator (or send a registry edit through GPO) and allow the limited user access Read permissions to this key;


Then click advanced, select the user, Choose Edit and allow the permissions below

I tried changing the time zone, date and time, it applied but only the time zone did not change - unfortunately the user was able to change the datetime
