enable quicklaunch within group policy

I am trying to enable the quick launch tool bar for a specific group using their group policy. Can anyone tell me where this setting is? Is there an executable associated with the quick launch tool bar? I can set it for the accounts with administrator access, but on users with desktops that are locked down, nothing shows up in the quick launch area even when I create a quick launch folder under user\application\microsoft\internet explorer

You were close, you created the folder which is the most common mistake people make here, but it *has to have something in it* to work. As to group policy, I don't believe it can be set that way but you could always script it, including ensuring that the folder is there and it has set shortcuts in it.
