Error 201 from Cico VPN client 4.03

I get this error when trying to use the Cisco vpn client 4.03 over a dial up connection. It actually states that the vpn subsystem is not availabe. If I use an ethernet cable that connects to a LAN, as in High speed internet at home or in a hotel it works. Has anyone got any ideas on this?
