Error in Outlook when opening messages

Hello…
I have a user that gets the following error message a few times a day when opening messages in Microsoft Outlook 2002.

The add-in “C:Program files\NavNT\vpmsece.dll” could not be installed or loaded. This problem may be resolved by by using Detect and Repair on the Help Menu. Unable to load “C:Program Files\NavNT\vpmsece.dll”. You may be out of memory, out of system resources, or missing a .dll files.

This user is running Windows XP. I have already tried running the detect andrepair in outlook but that didnt seem to clear it up.

Any Idea’s?? It doesnt seem to be a big problem but is very annoying as it pops up through out the day.
