error loading personal settings on w XP

When I boot my PC it takes time on welcome screen and after that the error msg. comes ?error Loading personal settings? and all of my desktop settings will reset. In my Documents and Settings folder a newly created temp user is working my desktop, i have already created a new profile and copied over all the files but applications that i have in VB6 and .net ate not opening they are giving me “Problem with..” what ever application and closes
