Event I 1000 - RegLoadKey filed with error 87

I'm tyring to set up a server on a domain and I keep getting the following entry in the event viewer application log when logging on with any domain account, including the domain administrator account:

Event I 1000
Source: Userenv

Description: RegLoadKey failed with error 87 for C:\WINNT\Profiles\username\prf(x).tmp

where (x) is an incremental value starting at 1.

I am running NT Server 4.0 on a Dell PowerEdge 1400SC

I've tried many installation attemps varying the procedure (reformatting SCSI Drives, with and without using Dell's setup CD, etc ...)

This event does not occur if I log on locally or if I add the server to an other domain.

So it seems there might be some kind of policy or user rights assignment that prevents the proper loading of the user profiles ... but this is a simple Network and there are no policies in effect

I have reviewed Technet articles 18**19 and 185198 ... No evident solution to be found

If anyone has had this problem,
Any help would be greatly appreciated
