How do you get the standard heavy border on the "active cell" in Excel? I have a user that can barely see what cell is selected because the typical border in Excel 2003 is not there.

Is the appearance of your screen not very clear? If not clear, it is a hardware limitation. If clear, just play with display properties which is controlled by your window (control panel) and not excel.
I don't know about the standard heavy border, but under Tools/Options/View there is a section for Windows options and Gridlines, allowing gridlines to be included and the colour of the gridlines.
