What formula should I use to copy the value and format of reference cell.

Example in A1="World" (in blue)
What should I type in C1 to copy the value and color?

unfortunately i'm using 2000 version.

There are some significant differences in versions...

particularly between 2000 and 2007, not least of which is the GUI.

I will have to dig out a reference book for Office 2000. It has been quite some time since I used it.

As far as I know, there is no FORMULA to do that.....

Formulas will copy the contents of a cell and even the =CELL formula itself will return a code to indicate what the formatting is. But, there is no formula that would copy both the contents and the formatting to another cell.

However, a MACRO can be written that will do that for you. The problem is that it may work in 2000 and possibly not work in later versions of the program. It depends on what commands you use IN the macro. A simple macro should work fine. A complicated one may break in later versions. So, you would have to write it anticipating a later update of the software.
